Term limits are listed on election announcements, ballots and results. To learn about your current term limit and/or how many years you have served, please contact representation@cta.org.
A full term of office for elected representatives (with the exception of CTA Aspiring Educators) is three years. A continuation term occurs when an elected representative resigns/leaves prior to the end of their term. Representatives shall be eligible for re-election, but no person may serve more than three consecutive full terms. No person may serve more than eleven consecutive years, including completed and/or continuation terms, without a break in service of at least one year. No person will be eligible for election for any term which would provide total service greater than eleven consecutive years.
Please contact ctaelections@cta.org for ballot troubleshooting. The most common reasons why you may not have received your ballot are as follows:
Unsubscribing
- Any elector who clicked on an “unsubscribe” link in a previously sent email blast or reported an email from the voting system as spam will not receive any future ballots at all. By performing this unsubscribe action, the recipient signaled that they do not wish to receive any further messages from the voting system.
Change in Email Address/Missing Email Address
- Ballots are delivered electronically to the primary email address that CTA has on file for members. Any elector who has changed their primary email address but has not informed membership@cta.org of their new email address will not receive a ballot. If a member has no primary email address on file with CTA, they will not receive a ballot.
Bounce/Bad Email Address
- If an email address has a bounce report, it indicates that messages were sent, but the elector’s receiving email server returned a notice that the message was undeliverable for some reason (e.g. “invalid recipient” / “user unknown / “mailbox unavailable” / “email account not found” ). Other reasons may also exist, such as where one or more email messages were throttled or rejected by a private domain with overly strict spam rules, an individual’s mailbox is full and can’t accept any new messages, etc.
Ineligible to Vote
- Voting is applicable to only active CTA members whose local chapter belongs to an electoral/Service Center Council/Directorial District which has an open seat. To confirm your electoral assignment, please contact representation@cta.org or use this form.
To resubscribe to SimplyVoting, follow the steps described below:
- Send a message to resubscribe@simplyvoting.com from the specific unsubscribed email address requesting to be resubscribed.
- Send an email to ctaelections@cta.org confirming completion of step 1.
State Council Representatives
To serve as a State Council Representative, members must meet specific qualifications based on their membership category. Representatives must be Active, Student, or CTA/NEA-Retired members of the Association. Active and Student members must also belong to a CTA chapter, if available, and can only be required to hold membership in one chapter. Retired representatives must have been Active CTA members at the time of retirement and reside in the Retired Electoral District they are elected to represent.
Who is qualified to run
- Must be an Active, Student member of the Association, or a CTA/NEA-Retired member.
- Must be an Active, Student, or NEA-Retired member.
- Must be an Active or Student member of a chapter of the Association where such membership is available, provided that membership in no more than one such chapter shall be required.
- For eligibility to serve as a Retired representative, the person must have held Active CTA membership at the time they retired and must reside in the Retired Electoral District they are elected to represent.
NEA Representative Assembly (RA) State Delegates
To attend the NEA RA, state delegates must meet specific qualifications based on their membership category. Delegates must be Active, Student, or CTA/NEA-Retired members of the Association. Candidates may run as both State and Local Delegates, but must decide which position to accept and notify the Service Center Council/RA@cta.org in accordance with the appropriate timelines.
Who is qualified to run
- Must be an Active, Student member of the CTA and NEA, or a CTA/NEA-Retired member.
- For eligibility to serve as a CTA/NEA-Retired delegate, the candidate must not hold concurrent, full-time active membership in any local chapter.
CTA Board of Directors
CTA’s Board of Directors oversees the implementation of all CTA policies from the State Council of Education. Board members serve on numerous committees and task forces within CTA and with state and local agencies.
Who is qualified to run:
- Must be an Active member of the Association.
- Must be an Active member of the National Education Association.
- Must be an Active member of a chapter of the Association where membership is available, provided that membership in no more than one chapter shall be required.
- Must be employed in the district which they represent.
NEA Board of Directors
State Council of Education members elected by direct vote of the membership shall elect the California State Directors for the National Education Association
Who is qualified to run
- Active or Life member of the National Education Association.
- A member in good standing of the chapter of the Association where chapter membership is available.
- Is employed in the area to be represented.
CTA/ABC Committee
The CTA Association for Better Citizenship (CTA/ABC) Committee works to make sure the voices of students and teachers are heard in our local schools and communities throughout the state.
Who is qualified to run:
- Any member of CTA shall be eligible for service as CTA/ABC Committee member.
CTA’s Executive Officers
President, Vice President, and Secretary-Treasurer—are elected by State Council to serve three-year terms, with a maximum of two terms in the same office. All must be Active members of CTA, NEA, and a local chapter.
Who is qualified to run
- To be elected or continue in service as an Executive Officer a person must be an Active member of the California Teachers Association, the National Education Association, and a chapter of the Association where such membership is available.
Once the candidate has been given the automatic acknowledgment of their declaration of candidacy, they may begin campaigning.
The Association must treat all candidates equally: it is NOT the responsibility of the Association to publicize who is running until the members see the names on the ballots.
Election challenges must follow the procedures laid out in the Chapters & SCC Election Guidelines and CTA Elections Manual.
Elections cannot be challenged until after the ballots have been counted and any necessary run-offs have been concluded.
Local Chapter/NEA RA Local Delegate Elections
Challenging party(ies) must notify the Local Elections Chair of a challenge in writing, using the Official Original Election Challenge Form, no later than 10 calendar days after the results are posted. In the event any office/position on the ballot requires a run-off, a challenge may only be filed in writing no later than 10 calendar days after the results are posted. The report/challenge must be supported by prima facie evidence of a violation (e.g., evidence which is sufficient on its face to support the fact until it is contradicted and overcome by other evidence).
Service Center Council (SCC) Steering Elections
Challenging party(ies) must notify the SCC Elections Chair of a challenge in writing, using the Official Original Election Challenge Form, no later than 10 calendar days after the results are posted. In the event any office/position on the ballot requires a run-off, a challenge may only be filed in writing no later than 10 calendar days after the results are posted. The report/challenge must be supported by prima facie evidence of a violation (e.g., evidence which is sufficient on its face to support the fact until it is contradicted and overcome by other evidence).
CTA State Representative/NEA RA State Delegate/CTA Officer Elections
A challenger must notify the CTA Elections Committee Chair (ctaelections@cta.org) of a challenge in writing using the Official Original Election Challenge Form within ten (10) calendar days after the results are published, including any run-offs if necessary, of the election. In the event any office/position on the ballot requires a run-off, a challenge may only be filed in writing no later than 10 calendar days after the results are posted. The report/challenge must be supported by prima facie evidence of a violation (e.g., evidence which is sufficient on its face to support the fact until it is contradicted and overcome by other evidence).
Upon receipt of the challenge, the pertinent Elections Committee will notify all the candidates that a challenge has been filed. The names of challengers, details of the challenge and challenge forms shall remain confidential. The challenge investigation is handled solely by the pertinent Elections Committee, independent of the local governance bodies. The investigation of the challenged election will conduct fact-finding according to the criteria laid out in the Chapters & SCC Election Guidelines (Section XV) and issue a report to the Executive Board. The Executive Board will render a decision of whether to re-run or uphold the election and issue that decision in writing to the challenging party and all candidates.
Any member of the Executive Board/Representative Council who was a candidate in the office/position that has been challenged, was named in the challenge, member of the Elections Committee, signed an individual witness documentation form, or whose immediate family member is a candidate in the office/position that has been challenged, shall recuse themselves from discussion of and voting on the challenge.
A challenge appeal is a formal dispute of the decision rendered in an original election challenge. Challenge appeals are processed by the CTA Elections & Credentials Committee, in accordance to the procedures described in the CTA Elections Manual and Chapters & SCC Election Guidelines.
Only the challenging party or candidate for the office/position being challenged affected by the written decision of the chapter’s governance body may file an appeal. An appeal must be filed using the official CTA Appeal Form within 10 calendar days from the date of the original challenge decision of the chapter’s governance body to the CTA President at ctaelections@cta.org. The challenge appeal will then be referred to the Chairperson of CTA Elections and Credentials Committee for investigation.
Election Challenges and Appeals are confidential. Only the Executive Board receives the Election Committee’s report.
