CTA's top policy-making body is the State Council of Education. Meeting four times a year, the council's nearly 800 delegates elect the three state-level CTA officers and the CTA Board of Directors. Council also sets forth CTA policy, develops legislation, and makes recommendations in general elections.

NEA RA
The NEA Representative Assembly is the largest democratic deliberative assembly in the world. California sends more than 1,000 delegates to the NEA RA each summer. During this annual meeting, CTA members help set policy and chart the direction of NEA business through participation on various committees, constituencies, caucuses, and leadership groups.

Presidents Conference
The Presidents Conference is a four day training program geared toward local chapter leaders. New presidents arrive on Monday to engage in core sessions especially tailored to assist them in learning their new role as local leaders. Also beginning on Monday, presidents of local chapters in the Community College Association will attend sessions designed to address issues unique to California’s community colleges.
On Tuesday, all returning and new presidents will spend the next few days attending electives and workshops that will explore issues and provide training designed to increase their skills as a local president. This year’s Presidents Conference will include a focus on the November 2012 election and how our efforts will advance the cause of free, universal and quality education.

Summer Institute
The premiere workshop of its kind, the Summer Institute offers sessions in areas that assist chapter leaders in the day-to-day representation and support of members. Sessions include Communications, Instruction and Professional Development, Emerging Leaders, Bargaining, School Finance, Healthcare Benefits and Issues, Legal, Member Benefits and Community Outreach.

Region II Leadership Conference
This conference is designed to advance the advocacy skills of our leaders and members and to enhance the cause of public education. The training sessions consists of leadership development, advocacy, chapter infrastructure, and internal and external communications.
