About

CTA’s top policy-making body is the State Council of Education. Meeting four times a year, the council’s nearly 800 delegates elect the three state-level CTA officers and the CTA Board of Directors. Council also sets forth CTA policy, develops legislation, and makes recommendations in general elections.

You will be expected to pay the sleeping room charges directly to the hotel then be reimbursed by CTA via submittal of a Member Expense Statement, unless you have been pre-approved for hotel master billing by the CTA Secretary-Treasurer. You will find further information on how to request master billing in the online registration.

Registration

All State Council Members and Alternates must register no later than 12 Noon on Saturday, October 19 (first day of Council). Registration includes the issuance of a badge at the CTA Registration Desk and access to voting.

IF YOU ARE A STATE COUNCIL MEMBER WHO IS UNABLE TO ATTEND, PLEASE CLICK THE LINK SO CTA ELECTIONS CAN NOTIFY THE APPROPRIATE ALTERNATE TO PARTICIPATE IN YOUR ABSENCE.

If you are bringing a guest, please add them during the online registration process. If not, you will be required to accompany your guest to the CTA Registration Desk in order for them to receive a guest badge.

Exhibitors and/or observers should also register prior to arriving to Council.

Hotel Reservations

At the end of registration, you will be provided a link to secure your room directly with the hotel. Additionally, the link is provided in your registration confirmation email. The deadline to make your hotel reservation is Monday, October 7.

  • If you need to make a change to your room accommodations, please contact the hotel directly.
  • If you need CTA to pair you with a roommate, please book your hotel room and indicate this during the registration process. CTA will do its best to match you with a roommate.
  • If you know who you are sharing a room with, only one person needs to book the room. During the hotel reservation process, you can add your roommate as a guest.
  •  If your roommate does not stay the same number of nights as you, the member will pay the single rate for the number of nights s/he/they are unaccompanied. This is with the exception of extenuating circumstances approved in advance by the CTA Secretary-Treasurer.

NOTE: Should your roommate NOT SHOW on Friday night, it is your responsibility to contact the CTA Housing Desk staff person and inform her/him of the situation no later than 10:30am on Saturday, October 19. CTA is not responsible for any additional expenses incurred if the CTA Housing Desk staff person is not notified.

Sunday Checkout

Please be advised that there are other groups checking into the hotel on Sunday afternoon. Therefore, CTA members are requested to check out by 12 Noon. A luggage storage area will be provided.

New Overflow Parking Information

Overflow parking will be at the City National Plaza Garage across the hotel on Flower Street at the following rates which do not include in and out privileges:

  • Entering Friday AFTER 5PM and Exiting Sunday by 11:59 p.m. – $50 maximum
  • Entering Saturday and Exiting Sunday by 11:59 p.m. – $30 maximum

You will need a parking validation to receive the discounted rate. Please stop by the CTA Registration Desk to collect a parking validation.

We strongly encourage using the City National Plaza Garage for overflow parking as it is open 24/7. The previous overflow parking, Union Bank Garage has limited operating hours on nights and weekends.

If you arrive before 5:00pm on Friday and park at the City National Plaza Garage, you will be charged $40 for Friday. Parking may be available at the Westin before 5:00pm and there is no additional charge for early arrival.

Declaration of Candidacy forms must be submitted by 4pm on September 25. You can submit your candidacy by using the Declaration of Candidacy for CTA Office form found on the 2024 Special Election page.

Please note, nominations WILL NOT be taken from the Council floor. Any run-offs will be held on Sunday, October 20 during the lunch recess.

To file your declaration of candidacy for CTA President, Vice President or Secretary/Treasurer, please submit your form no later than 4pm on December 15, 2024.

CTA Elections Committee Forum

The CTA Elections and Credentials Committee is hosting a forum on Saturday, October 19 from 4-5pm. More specific information will be provided in the CTA State Council Highlights.

Proposed Bylaw Amendment Notification

At the January 2025 State Council meeting, the body will vote on the following proposed bylaw amendment regarding officer terms [CTA Organizational Handbook, Article VII – Officers, Section 3]:

Election and Term of Office. The election and the terms of Executive Officers shall be as follows: The President, Vice President and Secretary-Treasurer shall be elected by the State Council of Education at the meeting preceding its Annual Meeting of the Council in odd-numbered years for a two-year at the meeting preceding its Annual Meeting for a three-year term beginning June 26th. A person may be reelected to the same office for a subsequent two -year term after which at least one year must elapse before becoming eligible for reelection. A person may be reelected to the same office for a subsequent three-year term, but no person shall serve more than two full three-year terms in the same office.

State Council New Member Orientation

As a newly-elected State Council member or first-time alternate, you must attend the in-person meeting scheduled for Friday, October 18 from 7-8pm in the Avalon Room (Level 3, Yellow Tower). Light refreshments and beverages will be provided in the Catalina Foyer (directly outside of Avalon).

This is a prerequisite for active involvement in State Council.

Per Standing Rule 1-7, daily meal allowance is $90 and daily portage is $8.

Deadline for Filing Expenses Reminder
“All claims must be filed within thirty days of the end of the month in which they are incurred. An additional thirty-day period may be granted for extenuating circumstances set forth in a letter of explanation and filed with the claim. Claims filed more than sixty days after the end of the month in which they are incurred shall require approval by the Board of Directors.” (Standing Rule 1-7)

All NBIs should be in line with CTA’s Mission Statement: The California Teachers Association exists to protect and promote the well-being of its members; to improve the conditions of teaching and learning; to advance the cause of free, universal, and quality public education for all students; to ensure that the human dignity and civil rights of all children, youth and adults are protected; and to secure a more just, equitable, and democratic society.

Ongoing Paper Reduction Initiative

As part of the Paper Reduction Initiative for State Council, we continue to limit printed items. Documents (or links) will be available in the Cvent App prior to and during Council.

The Sunday Report Book will remain available in the Cvent App as early as Saturday evening. Additionally, it will be displayed on screen during General Session.

Traveling to State Council

As part of NBI 10/22-6, CTA is promoting the use of public transportation as a means for traveling to State Council.

Not only is this a feasible option when attending CTA events, it serves many purposes such as supporting our unionized brothers and sisters, a way to save money, and we can help reduce air pollution.
