CTA’s top policy-making body is the State Council of Education. Meeting four times a year, the council’s nearly 800 delegates elect the three state-level CTA officers and the CTA Board of Directors. Council also sets forth CTA policy, develops legislation, and makes recommendations in general elections.

You will be expected to pay the sleeping room charges directly to the hotel then be reimbursed by CTA via submittal of a Member Expense Statement, unless you have been pre-approved for hotel master billing by the CTA Secretary-Treasurer. You will find further information on how to request master billing in the online registration.

Registration

State Council members and alternates must register no later than 12 noon on Saturday, the first Council day. Registration includes the issuance of a badge at the CTA Registration Desk.

IF YOU ARE UNABLE TO ATTEND AS A STATE COUNCIL REPRESENTATIVE, PLEASE CLICK THE LINK SO CTA ELECTIONS CAN NOTIFY THE APPROPRIATE ALTERNATE.

If you are bringing a guest, please add them during the online registration process. If not, you will be required to accompany your guest to the CTA Registration Desk in order for them to receive a badge.

Exhibitors and/or observers should also register prior to arriving to Council.

Hotel Reservations

At the end of registration, a link will be provided for you to secure your hotel reservation with the hotel directly. The link will also be provided in the registration confirmation email. The deadline to book your room is Tuesday, January 9 by 5pm.

  • If you need to change your hotel accommodations, please contact the hotel directly.
  • If you need CTA to pair you with a roommate, please book your hotel room and indicate this in registration. CTA will do its best to match you with a roommate.
  • If you know who you will be sharing a room with, only one person needs to book the hotel room. When booking the hotel room, you will be able to add your roommate as a guest.
  • If your roommate does not stay the same number of nights as you, the member will pay the single rate for the number of nights s/he/they are unaccompanied. This is with the exception of extenuating circumstances approved in advance by the Secretary-Treasurer.

NOTE: Should your roommate NOT SHOW on Friday night, it is your responsibility to contact the CTA Housing Desk staff person and inform her/him of the situation no later than 10:30am on Saturday, January 27. CTA is not responsible for any additional expenses incurred if the CTA Housing Desk staff person is not notified.

Sunday Checkout

Please be advised that there are other groups checking into the hotel on Sunday afternoon. Therefore, CTA members are requested to check out by 12 noon. A luggage storage area will be provided.

Hotel Folio

Please be advised that the hotel will no longer be delivering folios on Sunday morning as part of the Paper Reduction Initiative for State Council. Here are a few ways for you to receive your hotel folio:

Election Information

Declaration of Candidacy forms are now being accepted for the following offices, which were announced as open for candidacy at the October 2023 State Council meeting:

NEA Directors from California –Districts 2, 7, 8, 9, 11, 14, 15 September 1, 2024 – August 31, 2027

 

Filing window for the above offices ends at 3pm on Friday, January 12. Click here to file your declaration of candidacy form via online only. Please note, nominations WILL NOT be taken from the Council floor. Voting will be held on Saturday, April 6.

State Council Committee Change Request

Prior to the first State Council meeting, each State Council representative is appointed by the CTA Board of Directors to one of the standing committees of State Council or to one of the board advisory committees that meet at State Council.

A representative may request a change in assignment by writing to or speaking with their Board Member.

If you wish to request a committee change after speaking with your Board Member, please complete this State Council Committee Change Form.

Representation Committee Hearings

The hearings will be held on Friday, January 26 from 8:30-9:30 pm and for one hour on Saturday, January 27 starting 45 minutes following the close of the First General Session in the San Gabriel C room.

Chapter Presidents and representatives are welcome to attend the hearings during this time.  If you do not agree with the plan, please present an alternative proposal in writing for the Representation Committee to consider.  All proposals must follow established redistricting guidelines , and all chapters involved must have been informed of the proposed plan.

Virtual State Council New Member Orientation

As a newly elected State Council member or first time alternate, you must attend the virtual orientation conducted by the CTA Representation Committee. The virtual orientation is scheduled for Monday, January 22 from 6-8pm. This is a prerequisite for active involvement in State Council.

Deadline for Filing Expenses Reminder
“All claims must be filed within thirty days of the end of the month in which they are incurred. An additional thirty-day period may be granted for extenuating circumstances set forth in a letter of explanation and filed with the claim. Claims filed more than sixty days after the end of the month in which they are incurred shall require approval by the Board of Directors.” (Standing Rule 1-7)

New Business Items

The window to submit New Business Items to the January Council opens with this Notice. Please visit nbi.cta.org to submit your NBI by 12 noon on Saturday, January 27. All NBIs should be in line with CTA’s Mission Statement:

Onsite Childcare Program

CTA is offering a childcare program at this year’s State Councils. Childcare is available to all State Council attendees that are the primary caregiver of the child(ren) attending Camp CTA.

Give your children an exciting, entertaining experience, and bring them with you to Los Angeles!

While you’re attending meetings at State Council, your children can enjoy their own CTA Camp, organized by ACCENT on Children’s Arrangements, Inc., a national company specializing in children’s activities. CTA Camp is a complete morning-to-early-evening entertainment program packed with activities for children ages 6 months to 16 years. Children must be preregistered to ensure proper staffing levels. Children participate in age-appropriate activities in a safe, nurturing, and educational environment.

Program includes morning and afternoon snacks and juice, entertainment, and craft materials.

Note: There will be a $20/day no show fee for children registered who do not show up or cancel 24 hours in advance.

If requested, CTA will provide lunch and dinner Friday, and breakfast and lunch on Saturday and Sunday for the registered children. Note: There is a $10 charge per meal. Parents can request meals and provide payment information through registration. Meals will be charged after State Council. Requested CTA meals are reimbursable through the Member Expense Statement. Meals will be charged for no shows unless cancelled 24 hours prior. No show meal charges are not reimbursable. If parents do not want to pay for meals, they can send/bring meals.

  • Saturday – 7:00 am – 6:00 pm
  • Sunday – 7:00 am – 30 minutes after the end of State Council

If children are feeling sick, have tested positive for COVID-19, or are showing COVID-19 symptoms, they cannot attend the program and should notify Camp CTA/ACCENT on Children’s Arrangements Inc.

Ongoing Paper Reduction Initiative

As part of the Paper Reduction Initiative for State Council, we continue to limit printed items. Documents (or links) will be available in the Cvent App prior to and during Council.

The Sunday Report Book will remain available in the Cvent App as early as Saturday evening. Additionally, it will be displayed on screen during General Session.

Health & Safety Policies

The health and safety of attendees, exhibitors and staff are our highest priority. In partnership with hotels, CTA will adhere to all official government and local authority guidance, as well as any venue or location-specific regulations.

All attendees, staff, exhibitors, and invited guests are strongly encouraged to wear a mask on-site in event-designated programming areas. Proof of vaccination or a negative COVID-19 test is not required to attend the event.

Traveling to State Council

As part of NBI 10/22-6, CTA is promoting the use of public transportation as a means for traveling to State Council.

Not only is this a feasible option when attending CTA events, it serves many purposes such as supporting our unionized brothers and sisters, a way to save money, and we can help reduce air pollution.
