Event Description

The Winter Council highlights Advocacy in addition to lobbying and contract enforcement issues. We also offer one of the following Academies at our Winter Conference: Bargaining or Grievance. Generally, Legislation pertaining to Community Colleges will also be addressed. There is no Council meeting at the Winter Conference.  Additionally, for 2023, the CCA Building Strong Locals Academy begins with its first class session.

General Session – Negotiations Roundtable

Building Strong Locals (BSL) Academy

It’s more important than ever for chapter union leaders to be knowledgeable and prepared for addressing the needs of members. Through the Building Strong Locals (BSL) Academy, CCA is doing just that. Focused on strengthening local chapters, the primary goal of the Academy is to educate members to serve effectively at the local chapter level with confidence and a working knowledge of their rights and responsibilities. Up to 20 faculty members from local CCA chapters are chosen annually to participate in the Academy. These candidates will begin their exclusive training at the CCA Winter Conference, and then participate in training sessions parallel to the Spring and Fall CCA conferences. The academy was initially funded by a grant from NEA but is currently funded solely by CCA.

Please note: Registration for the Building Strong Locals (BSL) Academy and 2023 CCA Winter Conference are separate. Building Strong Locals (BSL) Academy participants must also complete their conference registration using the link above.

BSL Applications must be received by 5:00 p.m. on January 13, 2023. Advance registration is required

Bargaining Academy

The Bargaining Academy is an exciting and unique opportunity designed exclusively for chapter negotiating teams, not individuals, which will run parallel to the regular conference program. The Bargaining Academy will include training on essential bargaining skills, provide up-to-date knowledge on bargaining law and district budgets, all done in a very interactive, team-based session. Bargaining Team members should have a copy of their CBA in either paper or electronic format.

The Bargaining Academy will begin promptly at 10:30 a.m. on Saturday, February 11, 2023, and conclude at 10:45 a.m. on Sunday, February 12, 2023. In addition, the trainers will provide an assignment via email to be completed prior to the opening session.  Participants are expected to attend the entire program.

The Bargaining Academy is limited to the first 40 participants who register. A minimum of two participants from a bargaining team is required in order for a chapter to participate.

Advance registration is required. Please complete the Bargaining Academy Registration Form by January 27, 2023.

CalSTRS Individual Retirement Consultations

Winter Conference participants will have an opportunity to meet with CalSTRS retirement specialists on Sunday, February 12, 2023.  The individual sessions will be 15 minutes long and will go over the member’s progress report, provide an estimate, and answer any questions the member may have. Please complete a CalSTRS Estimate Request Form if you would like to meet with a CalSTRS retirement specialist. Completed forms should be emailed by January 24, 2023, to: ccaconference@cta.org.

  • Booking Deadline: Friday, January 27, 2023 (or until block sells out)
  • Parking: Overnight parking is discounted to $15/car/night. Parking structure is attached to hotel.

Health & Safety Policies

The health and safety of attendees, exhibitors and staff are our highest priority. In partnership with hotels, CCA/CTA will adhere to all official government and local authority guidance, as well as any venue or location-specific regulations.

All attendees, staff, exhibitors, and invited guests will be required to show proof of vaccination OR a written negative COVID-19 test taken within 1 day for an antigen test or 2 days for a PCR test upon check-in at the CCA/CTA Registration Desk.

Proof of vaccination can be in the form of your physical Vaccination Record Card (CRC) from the CDC, an image of the card, if you have a picture on your phone, or your digital COVID -19 vaccine record issued by the State of California.

Please adhere to the CCA Health & Saftey Guidelines below:

  1. Allow hotel stays and meals necessitated due to driving
  2. Require vaccination or negative test prior to travel
  3. Follow current CTA guidelines for facial coverings
  4. Provide N95 or KN95 masks
  5. Require any CCA meeting attendee who tests positive for COVID within four days after meeting to immediately notify the CCA president
  6. The CCA President must provide notification to all attendees within 24 hours of being notified of Covid-19 exposure.

Credits

Professional Growth Hours: Professional Growth credit will be available at no cost for CCA/CTA members. Confirmation of professional growth hours will be emailed shortly after the conference.

University Credit:

University Credit: The 2022-2023 University Credit Program is a benefit available to members attending CTA Conferences during the 2022-2023 school year. CCA/CTA Members, through attending in-person or watching CTA Virtual Pass sessions, will be given the opportunity to accumulate the professional growth hours needed to qualify for university credit units with CSU Chico. As a benefit to members, CTA will cover the cost for up to six university credit units with CSU Chico, normally $75/credit. The professional growth hours can be accumulated by attending conferences live and/or by watching recordings. By attending this conference in person, members will earn 15 hours of professional growth.
