Superior Court Judge Allen H. Sumner issued his final ruling rejecting efforts by San Jose Mayor Charles Reed to overturn the title and summary placed on his pension-killing proposed initiative by Attorney General Kamala Harris.
Within hours of the final ruling, Reed announced that he was abandoning efforts to qualify the measure for this year's election. The ruling was another in a series of setbacks – legal and financial – that made it increasingly unlikely that the measure will come before voters.
