Association Works to Help Control Healthcare Costs

Sunshine is the best medicine, legislative observers say. At least one cure for skyrocketing healthcare costs is taking shape as a significant dose of "sunshine." CTA-backed SB 1182 by Sen. Mark Leno (D-San Francisco) would require health providers to give notice to the state Department of Managed Health Care at least 60 days prior to implementing a rate increase of more than 5%. It cleared the Senate Health Committee on a 7-1 vote and is heading for Senate Appropriations.
Requiring providers to file rate increases with a state oversight body is an important layer of scrutiny that can help discourage unnecessary boosts in patient costs.
A second measure, CTA-backed AB 1558 by Assembly Member Roger Hernandez (D-West Covina)  would create the California Health Data Organization and require health care insurers to provide the organization with information that would allow it to compare and report to the public on the differences on various policies and healthcare costs. The measure is to be heard in Assembly Appropriations.
