Liaison Functions

The role of the CTA Liaison is to represent CTA with distinction, excellence, and in an honorable and ethical manner.

2. Purpose. The Liaison Committee shall monitor and report on meetings of state governmental agencies and organizations in matters affecting educational policy and administration.
4. Charge to Committee Members. Individual members of the Committee shall attend meetings of state governmental agencies and/or organizations as are assigned, rendering a written report of each meeting for further distribution and consideration as the Board may from time to time determine.

5. Charge to Committee. The Committee shall consider and make any necessary recommendations concerning the status of procedures for individual monitoring of the activities of state governmental agencies.

Other functions of the CTA Liaison Committee as a result of custom and usage are by way of example and are not exhaustive only illustrive:

1. Be the CTA Ambassador to the agency, commission, or group. This means that you are the one who is the face of the California Teachers  Association.  You are the link to that group, and from that group to CTA. This means developing a positive relationship consistent with advocating the interest of the California Teachers Association and its members.

2. Monitoring, summarizing, reporting information, with recommendations, and rationale from agencies, commissions or organizations to California Teachers Association in a prompt manner.
3. Lobbying (advocating for the California Teachers Associations and the interests that it stands for) agencies, commissions and organizations on our areas of concerns (So What? Who Cares? What’s in it for CTA?).

4. Giving testimony before agencies, commissions and organizations.

5. Impacting the appointment process to agencies, commissions and other organizations by suggesting appointments and opposing appointments, or reappointment of the unqualified.

6. Monitoring legislation in implementation and rulemaking at the agencies, commissions and organizations. This is to assure once a law is passed that it is properly and fairly implemented.  This includes both pro-active rule development and defensive action to modify the proposed rule so it reflects the interest of CTA and its members.

7. Networking with various other groups to advance the positions of CTA with agencies, commissions and organizations.

8. Networking, Networking, Networking - including with CTA State Council Committees, other CTA liaisons and other groups related to your area within the reach of the World Wide Web.

9. Other - other duties, difficult tasks, demanding issues and emergencies yet undefined as assigned.

 Learn as much as possible concerning your agency.
 Learn as much about the content.
 Know the policy or position of the California Teachers Association.
 Lobby your agency. 
 Advocate for the interests of the California Teachers Association.
 Increase CTA's role/involvement in the group.
 Work to organize networks within the group that will support you.
 Legislation status of pro/con bills to CTA.
 Work to promote CTA candidates to appointments to agencies.
 More networking between liaisons (time to network), including use of technology (email, etc.).
 Contact and network with State Council Committees.
 Know current talking points on critical/priority issues for CTA.
 Get feedback on "quality" of my liaison reports and what happens to recommendations.
