Legislature Adjourns
By the time the Legislature adjourned on September 12, lawmakers had sent Gov. Gray Davis a host of bills within the last dozen working days of the session.
While lawmakers are in session, the governor generally has 10 days to act on a measure. But the rules give him 30 days to act on those bills sent to him within the last 12 days of the session.
Technically, Governor Davis has until October 12 to act on bills in that category. Among the important CTA position bills up for the governor's action are SB 2 (Burton) and SB 24 (Figueroa). SB 2 provides an employer-based health care coverage system for every employee in California. SB 24 would create the Cal-Health Program that would provide coordination of the Healthy Families and Medi-Cal programs.
Members of the Assembly returned to Sacramento on Monday, September 29 for a special session dealing with Megan's law, legislation aimed at protecting youngsters from criminal predators. The fact that lawmakers were called into the special session does not affect the governor's October 12 bill action deadline.
