At its October meeting, State Council:
- Elected K. C. Walsh as the NEA Director from District 4, Carole Mathews as NEA Director from District 5, and Curtis Washington as the District B representative on CTA’s political action committee.
- Voted to sponsor legislation for community colleges that would implement uniform district salary schedules.
- Ratified interim positions on initiatives for the November ballot and recommendations for candidates seeking legislative office. All were included on the published list of recommended candidates and positions except congressional candidates Florice Hoffman (CD 40) and Joe Baca (CD 43).
- Voted to recommend Maxine Sherard for the state Assembly (AD 78).
- Voted to express strong opposition to the State Board of Education’s approval of High Tech High Learning as a statewide benefit charter. Such action would have negative bargaining implications (loss of local control and local bargaining rights), and run counter to CTA policy on salary schedules and nondiscrimination.
- Adopted “California’s Response to Interventions: A White Paper,” which was developed at a summit of education organizations held last spring to discuss the elements of an effective Response to Intervention (RtI) process for application in California. Under the newly required early identification and intervention process, teachers will have to identify, intervene and monitor the progress of students whose acquisition of academic skills is delayed as compared to their peers. Interventions progress in intensity, as appropriate, up to and including referral for testing and special education services.
