Bill blames contracts for districts' woes

Under the guise of enhancing school oversight, the Assembly Education Committee has approved a CTA-opposed bill that would threaten collective bargaining.

 

AB 2756 by Assembly Member Lynn Daucher (R-Brea) would change Education Code provisions governing how public school collective bargaining agreements are reviewed.

 

The bill reflects a mistaken belief that collectively bargained contracts are the root of financial failures that have affected a few school districts in recent years.

 

CTA experts point out that in virtually every case of district financial difficulty, the disaster has sparked justified questions about the fiscal competence of the district superintendent and chief financial officer.

 

To head off such crises, CTA is proposing a more effective solution - requiring school superintendents and chief business officers to complete a certification course that covers all the elements of California school finance and district business operations.

 

CTA advocates emphasize that the additional bureaucracy required by AB 2756 would not address the real problem underlying school district financial failures.
