Education encompasses more than the basic Three R's - reading, 'riting and 'rithmetic. It also includes developing responsibility and respect, said CTA President-elect Barbara E. Kerr at the Character Education Conference March 19 in Sacramento. Students have a
better chance of developing good character in smaller classes that allow one-on-one time with teachers and counselors who double as role models and mentors. Unfortunately, she added, those are the very programs facing budget cuts.
