SERVICE-BASED RETIREMENT
Would create a service-based retirement system that would provide a formula approach to calculating retirement benefits and would not necessarily be dependent on an age factor.
DUE PROCESS
Would guarantee due process for probationary community college faculty.
PART-TIME FACULTY
Would provide paid office hours and health insurance for part-time community college faculty.
COMMUNITY COLLEGE FUNDING
Would increase the funding of California community colleges to at least the national average per full-time equivalent students (FTES).
TEACHER PRE- EDUCATION
Would establish a pre-education program for community college students wishing to become teachers.
DRIVER INSTRUCTION
Would fully fund the re-establishment of a unit for driver instruction in the State Department of Education to reimburse districts from the state¹s Driver Training Penalty Assessment Fund for the cost of running driver training programs. The programs should focus on students from low-income families, students living in rural areas where there is no alternative private instruction, and students classified as educationally and physically handicapped.
COUNTY OFFICE EMPLOYEE STATUS
Would amend the Ed Code to provide permanent status to non-supervisory, non-management certificated support staff in teaching positions and in support staff positions (i.e., nurses, counselors, social workers, psychologists and others) at county offices of education. Would provide retroactive protection for certificated support personnel who have already completed two full years of employment.
PRIMARY LANGUAGE RECRUITMENT
Would expand recruitment incentives for teachers who provide services to students in their primary language.
TEACHER CANDIDATE PROTECTIONS
Would ensure that candidates for a teacher credential will not be subjected to changes in requirements or assessments for five years following their entrance into a credential program.
CREDENTIAL RENEWAL FEES
Would ensure that a teacher granted a permanent teaching credential would be freed from paying further credential renewal fees for 10 years of teaching in California public schools if they get satisfactory evaluations, two credential renewals and 300 additional hours of professional development that lead to an advanced degree, national certification or portfolios.
LANGUAGE IMMERSION
Would support two-way language immersion. (Pending CTA Board approval and analysis)
