TV spots attack Prop.38

... Barbara E. Kerr

The No on 38 campaign launched a second round of television spots Sept. 26.

The ad, called "What's in it," highlights the fact that Prop. 38 will take billions of taxpayer dollars and put it into unaccountable voucher schools.

"The Draper campaign is spending $3.5 million in the next week alone on their deceptive television ads, so it is essential that we use our strength in the field and in the free media to counter Draper's big spending on television," says CTA Vice President Barbara E. Kerr.

Following are the scripts for two versions of the new spot.

The 30-second spot:

A copy of the proposition in booklet form floats and lands in front of students. The booklet cover is clearly labeled: Proposition 38 - School Voucher Initiative.

Announcer says: The school voucher initiative. What's really in it?

The booklet opens, revealing a scene of the state Capitol dome. Superimposed over it are the words, Billions from taxpayers.

Announcer: Proposition 38 sends billions of taxpayer dollars to private voucher schools. But it doesn't require their teachers to have a teaching credential... or even a college degree.

Pages turn to a slow motion scene of school kids walking toward the camera. Superimposed over it are the words, No teaching credential; then, No college degree for teachers.

Announcer: No performance standards for students and no accountability to taxpayers.

Pages turn to a scene of bored kids dawdling at a table. Superimposed over it are the words, No performance standards.

Announcer: They don't have to tell us how they spend our money, or even what they teach.

Pages turn to a scene of a closing door with a sign that says: VOUCHER SCHOOL, PRIVATE. Superimposed over it are the words, No accountability to taxpayers; then Secret spending. Door slams.

Announcer: Prop. 38 is an expensive experiment our children can't afford.

The booklet closes, revealing the cover again. A big no 38 VOUCHERS logo flies in with dramatic special effects. Superimposed over the lower third of the screen are the words An expensive experiment.

The 15-second spot:

There is also a 10 second spot which abbreviates the message even more.
