CCTC COMPOSITION (Calderon)
AB 2541

 

Would convert the California Commission on Teacher Credentialing into a more independent standards board by increasing its teacher membership and by requiring a majority of its members to be classroom teachers.

TEACHER RECRUITMENT (Solis)
SB 1976

 

Would create a comprehensive teacher recruitment program, including minority recruitment, with an emphasis on career ladders for preschool teachers, teacher aides and child development aides, and paraprofessionals.

 

Status: Sent to Senate Education


 

CREDENTIAL RENEWAL

 

Would mandate that teaching credentials issued by the CCTC be renewed from the credential's expiration date and not the date of receipt.

 

Status: Could be resolved through regulatory process


 

LOAN FORGIVENESS (Zettel)
AB 2563

 

Would create a loan forgiveness program of $8,000 per year for economically disadvantaged students in their last two years of college or a fifth-year credential program if they will teach for a designated number of years.

 

Status: Sent to Assembly Education


 

COUNSELORS (Shelley)
AB 1031

 

Requires incoming counselors to receive coursework on helping students with nonacademic, personal problems, including sexuality, crisis and substance abuse counseling.

GROUP HOME REQUIREMENTS (Shelley)
AB 2012

 

Would require group home owners who act as guardians of school-aged children to meet the following requirements in order to maintain a license: a minimum of nine semester units of coursework in child and adolescent development and pertinent education courses for specified staff/professionals; and 40 hours of parenting education workshops.

Would increase the STRS earnings limitation for retired teachers who return to work in public schools to $36,000 or more.

Would create "Rule of 85" and double the career bonus.

RETROACTIVE BENEFITS (Ortiz)
SB 1692

 

Would provide retroactivity for eligible STRS retirees who received their initial STRS allowance in 1998 to reflect the increased age and career factor levels that became available to STRS members who retired on or after Jan. 1, 1999. Would allow retirees to rescind their retirement and work a year in order to receive the benefits.

Would include all compensation in computing STRS service credit.

Would clarify current law to specify that the Willie Brown Reduced Workload Program can be bargained for less than 10 years.

AB 820

 

Would authorize STRS members to redeposit a portion, rather than 100 percent, of their refunded accumulated retirement contributions when buying back service credit for prior teaching.

HIGHEST YEAR COMPENSATION (Correa)
AB 821

 

Would provide for using the highest year compensation to compute STRS retirement. Would eliminate the requirement that it be negotiated.

CRIME REPORTING (Vincent)
AB 661

 

Would change Ed. Code Section 49079 to require that school officials or designees send written notice directly to teachers about violent crimes committed by students off-campus. Sent to Senate Public Safety


 

COMMUNITY COLLEGE COMPENSATION (Cardoza)
AB 383

 

Would provide for a uniform salary schedule for community colleges within a district.
