Laguna Hills - Capistrano Unified Education Association (CUEA) President, Frank Weirath will announce during Representative Council today that 98% of the CUEA membership approved a resolution of no confidence in Capistrano Unified School District Superintendent James A. Fleming.
The no confidence resolution, which was voted on by all CUEA members during the last two weeks, cites Fleming's failure to lead the district to a successful conclusion of the current contract negotiation dispute with the association. The no confidence resolution also cites Superintendent Fleming's attempts to mislead the public regarding teacher compensation, his "flagrant disregard of past practice" concerning health and welfare premium rate increases, and his misrepresentation of potential budget cuts to district employees.
"This is the lowest I've seen morale in this district in my twelve years as a leader in CUEA" said Weirath. He continued, "I have never seen the 2,300 members of CUEA more unified in their opposition to Fleming's leadership." According to Weirath, he will be talking to Capistrano Board Trustees and urging them to direct Fleming to resolve the current bargaining crisis.
Capistrano Unified School District is one of only three districts in Orange County that has not settled their 2001-2002 contract with certificated employees. The average contract salary settlement in Orange County is 5%. Currently negotiations between the school district and the Capistrano Unified Education Association are at impasse and a state mediator is scheduled to meet with the bargaining teams on Tuesday, June 11.
