The Bills are in the Mail (Sort of....)

 

Lawmakers are expected to introduce as many as 2,200 measures at the start of this legislative year, but they won't be acted on for a bit. After the measures are put in bill form in the Legislative Counsel's office, they must be "in print" for 30 days prior to gaining their first consideration. This timeline challenges members of CTA's policy-making body, the 800-member State Council of Education, which reviews and takes positions on hundreds of bills that impact public school students and educators. Council members will have their first chance to take action on these bills in March. In recent years, State Council has adopted as many as 300 positions on measures during the March meeting.
