CTA co-sponsored AB 913 by Assembly Member Ed Chau requires charter schools' governing boards to comply with statutes that promote transparency and accountability to the public in the operation of public schools and expenditure of public funds.
AB 913 ensures meetings are open to the public, and also comply with the Public Records Act. The Senate approved the bill with a 54-24 vote. The bill now goes to the governor for his approval or rejection.
On a related note, a number of legislators have written to operators of the online charter schools company, California Virtual Charter Academy (CAVA), urging them to quickly recognize the newly-formed employee union and negotiate in good faith, as the law requires. Recently, the Public Employment Relations Board (PERB) issued its affirmation recognizing that a clear majority of the employees have formed a union and authorized CTA to represent them. Even with this, the company's management has been slow to recognize the educators' new union.
