Unit Description and/or Conditions Unique to Assignment
This position will be housed in the Monrovia RRC Office. The position requires that the applicant be able to work effectively with CTA staff and members in chapters serviced in the RRC and surrounding UniServ Units in Los Angeles and San Bernardino counties. Although the primary assignment will be in Region 3, requests for service and assistance may require travel to other regions. The position will also require additional regional and statewide responsibilities.
It is important that the applicant possess a strong background in negotiations, including school district finance using BEN and SSA, and in the area of organizational development. Additionally, strong interpersonal communication skills with specific expertise in dealing with difficult situations, as well as the ability to be an effective trainer are important components of this job. Excellent oral and written communications skills along with competency in using technology will be essential assets in this position.
Duties and Responsibilities
- Provides program resources, consultation, coordinating assistance and training to the primary contact staff.
- Upon request, provide continuing consultations and/or bargaining assistance to staff or chapter leaders as requested by the primary contact staff.
- Develop and conduct, where appropriate, in consultation with primary contact staff and chapter leaders, training programs that are consistent with the minimum training goals of CTA and the needs of the chapters.
- Analyze and explain school district budgets.
- Serve as consultant and resource to leadership and staff on all matters relating to collective bargaining, CTA training programs and CTA program goals.
- Provide organizing leadership in the development and implementation of bargaining goals, regional and statewide training and CTA programs.
Qualifications
- A BS/BA or higher degree.
- Broad understanding of the critical issues and problems facing the public schools and the education profession in California.
- Demonstrated knowledge of state and other laws/regulations/procedures relating to the collective bargaining process and to school finance.
- Ability to analyze information, identify issues/problems and develop strategies/solutions.
- Experience and demonstrated skill in contract negotiations.
- Experience and demonstrated skill in organizing.
- Experience and demonstrated skill in developing and conducting training programs.
- Demonstrated ability to communicate orally and in writing.
- Ability to use computers and willingness to learn spreadsheet programs and Microsoft Office products (Word, PowerPoint, etc.) necessary to support chapter bargaining, organizing, training programs, and communications.

This position is in a bargaining unit represented by CSO. Salaries are established by a collective bargaining agreement. Step placement is also determined by the CTA/CSO Agreement.
