This position serves as a resource to NODD Specialists and Primary Contact Staff, providing expertise in the area of health benefits. The applicant will be expected to develop and provide training on health benefits and related topics throughout the state at regional and statewide conferences. Excellent oral and written communications skills along with competency in using technology will be essential assets in this position.
Duties and Responsibilities
- Under general supervision of the Assistant Executive Director - NODD, provides delivery of health benefits information and training to staff and leadership.
- Serves as consultant to appropriate CTA State Council and Governance Committees, and other committees and CTA Chapters as assigned.
- Represents CTA on various statewide and regional Health Care Coalitions, as assigned.
- Develops and provides training programs on various health and welfare topics to CTA Chapters and Staff.
- Develops and maintains current written materials on health and welfare programs including Medicare and retiree health care.
- Provides health care consulting and health care bargaining assistance to Staff and Chapters.
- Maintains an organizing program for the development, promotion and expansion of jointly managed trust funds.
Qualifications
- A BS/BA or higher degree.
- Broad understanding of the critical issues and problems facing the public schools and the education profession in California.
- Demonstrated ability to analyze information, identify issues/ problems and develop strategies/solutions.
- Broad knowledge of State and Federal laws related to application of fringe benefit programs.
- Demonstrated ability in conducting effective written and oral communication.
- Experience and demonstrated skill in contract negotiations, organizing and developing/conducting training programs.
- Familiar with CTA software applications such as BEN and SSA.
- Ability to travel and work weekends as needed.
- Valid California Drivers License.

This position is in a bargaining unit represented by CSO. Salaries are established by a collective bargaining agreement. Step placement is also determined by the CTA/CSO Agreement.
