The Oakland Regional Resource Center includes two CTA UniServ staff and one associate staff. The UniServ staff work with the Oakland Education Association (OEA). The 2700 member OEA has a full-time release president, 108 school sites, 36 CDC sites, and represents adult education teachers. OEA has a separate office a short distance from the RRC. In June 2003 the Oakland Unified School District was placed under the control of a state-appointed administrator and the local school board operated in an advisory capacity. The contract between OEA and the district expired on June 30, 2008. Negotiations continue and a settlement is not imminent. Oakland is located east of San Francisco Bay and is the county seat of Alameda County. There are many nearby colleges and universities including the University of California Berkeley and several California State University campuses. Oakland’s population is approximately 400,000.
