Duties and Responsibilities

  • Represents CTA regarding QEIA issues to California state governmental agencies and departments.
  • Conducts, summarizes, analyzes and supervises applied education research and program evaluation as it relates to QEIA and makes recommendations as appropriate.
  • Prepares and conducts briefings on education issues and policies related to QEIA.
  • Participates in representing CTA regarding IPD/QEIA issues to the California state legislature and state and national agencies in coordination with CTA Governmental Relations and other Departments.
  • Works closely with CTA staff and chapter leadership that have QEIA sites.
  • Conducts QEIA site visitations in all CTA geographic regions.
  • Provides bargaining assistance to chapters on IPD/QEIA related issues.
  • Develops training materials and assists in coordinating QEIA conferences and programs within the framework of CTA statewide training programs.
  • Develops resource materials and position papers for members, staff and audiences internal and external to CTA on issues related to QEIA, curriculum, instruction, professional development and other areas of school change.
  • Prepares and conducts briefings on QEIA, school change and state and federal accountability programs.
  • Acts as a consultant on IPD issues to CTA State Council committees, Board task forces and workgroups and other CTA committees as assigned.
  • Performs such other related duties as may be assigned by the Executive Director or his/her designee.

Qualifications

  • A BS/BA or higher degree.
  • Demonstrated training and experience in the evaluation of education programs and policies.
  • Demonstrated ability to conduct and direct applied education research, analyze information and present the results in a coherent and organized manner
  • Appropriate educational background including corresponding work experience in public schools or education field and experience in NEA affiliated local, state, or national teacher associations.
  • Experience with working with the Quality Education Investment Act
  • Demonstrated ability to write and speak articulately to staff, members, and public groups on behalf of CTA.
  • Broad understanding of the critical issues and problems facing public education and the education profession in California such as federal and state accountability programs, high school reform, student learning and school change.
  • Demonstrated ability to facilitate processes with large and small groups as they discuss, plan and implement changes to improve schools.
  • Ability to obtain a valid California drivers license.

This position is in a bargaining unit represented by CSO. Salaries are established by a collective bargaining agreement. Step placement is also determined by the CTA/CSO Agreement.
